The Department of State Services (DSS) has taken legal action against Professor Pat Utomi, a former presidential candidate, accusing him of attempting to undermine President Bola Tinubu’s administration by establishing a “shadow government.”
The case, filed at the Federal High Court in Abuja with suit number FHC/ABJ/CS/937/2025, alleges that Utomi’s actions constitute an unlawful bid to set up an alternative government, capable of causing confusion, instability, and political unrest in Nigeria. The DSS claims that such actions pose a threat to national security and violate constitutional provisions.
In its suit, the DSS seeks a declaration that any form of governance outside the structure established by the Nigerian Constitution is illegal and void. The agency is also asking the court to issue a perpetual injunction restraining Utomi and his associates from continuing with their alleged plans.
Professor Utomi, however, has defended his initiative, stating that the “Big Tent Coalition Shadow Government” is intended to serve as a democratic platform for responsible opposition, not as a rival to the elected government. He insists that the group merely aims to encourage civic engagement and hold those in power accountable.
Reacting to the development, the All Progressives Congress (APC) condemned Utomi’s move, describing it as political showmanship. APC’s national publicity secretary, Felix Morka, dismissed the initiative as lacking substance and constitutional backing, calling Utomi an “intellectual drama king.”
The Federal High Court is yet to set a date for the hearing, as the case continues to stir debate on the limits of opposition politics and democratic expression in Nigeria.
